Jennifer Chapman is the Senior Communications Manager for the City of Johns Creek, Georgia, where she has worked in various Communications Department roles since 2011. In between City website management and digital asset management, Jennifer is the key content creator for the City's social media channels, managing five platforms with a combined 70,000+ followers.

Colleen Kilian

City of Champaign, IL

Colleen has over 20 years of City government experience and is currently the Systems Administrator at the City of Champaign (Champaign IL) where she manages the City website, user accounts, financial system, phone system and so much more…a jack of all trades you could say!   When not behind the computer, she enjoys traveling, reading, volunteering, watching sports (especially baseball and volleyball), and spending time with her husband Sean, sons Cameron, Lucas, William, and "furry" daughter Sammi. Since retiring from being a volleyball official (also played and coached too!), she serves on the board of her local theatre company and has helped produce the youth musical for the past 4 years.

Marcus Townsend

City of Fayetteville, NC

Marcus Townsend is the Solutions Architect for the City of Fayetteville, North Carolina, where he has worked in various Information Technology and Communication Departments roles for more than fifteen years. After earning his Certified Government Digital Service Professional (CGDSP) in 2019, he was chosen by the Fayetteville Observer for their 40 under 40 award, recognizing him as one of the area's top business professionals and community leaders for his work serving the community and sharing his talent with various Non-profits.

Passionate about technology and accessibility, Marcus joined the NAGW board in 2020 filling the vacant position of East Regional Director. In his spare time, Marcus can be likely found tuning a wrench on his mustang or shooting a game of 9 ball.

Chris Coleman

Chesterfield County, VA

Chris Coleman is the eGovernment Services Architect for Chesterfield County, Virginia, where he leads the development of digital solutions that engage and serve the local community. Chris began his career in local government in 2013 and has since become a leader in website accessibility, user experience and human-centered design, earning over 20 awards, including the Commonwealth of Virginia’s Governor’s Technology Award and NAGW’s own Pinnacle Award. With a strong focus on data and analytics, Chris’ work has informed strategic decisions that enhance community engagement, optimize digital services and improve the overall user experience. He also teaches ADA compliance courses, guiding colleagues at every level of local government to create more inclusive online spaces. Chris brings the same creativity to digital solutions as he does to making music, spending his free time writing and playing songs with his best friend and high school bandmate—still patiently waiting for their big break.

Debbie Deacy

DuPage County, IL

Debbie is the Web Services Manager for DuPage County, Illinois, where she leads the County’s website, learning management system, and a portfolio of custom and third-party web applications. She previously served as Web Coordinator for the City of Wheaton.

Debbie serves on the NAGW Board and is especially interested in digital accessibility and the practical use of AI in government.

Outside of work, she enjoys yoga, spending time with her granddaughter, and traveling with her husband.

Simone McKinney

Oregon Department of Revenue

I am the Web Strategy Analyst with the Oregon Department of Revenue. Since joining the department in 2022, I led the successful redesign of the department’s website, aligning it with modern usability and accessibility standards. I leverage my background in office administration and IT, gained through experience in the dental, legal, and construction sectors, to enhance the department’s online presence. Currently, I am preparing for a comprehensive second migration and rebuild of the website, focusing on accessibility improvements to better serve our diverse customers.

When I am not busy working, I enjoy spending time with my two sons, skydiving with my boyfriend and competing in CrossFit, and reading all the books.

Dave Seabeck

Larimer County, CO

My home base is the Rocky Mountains. Simply seeing the mountains on the horizon lets me know I’m home. After college and 4 years teaching English in Japan, I settled in Northern Colorado and have been here for the past 16 years. My wife and I enjoy packing the kids to visit family and explore the world together. When we’re not traveling I enjoy putting on an audio book or podcast and watching the sun rise over the mountains in the mornings while I run through my neighborhood.

Julie Wittman

City of Lenexa

Julie is a senior communications specialist in the Communications Department at the City of Lenexa, Kansas. She currently manages the City’s websites and coordinates a variety of marketing and public information messages. With over 20 years in local and regional government, she has helped shape more responsive, community-focused public services.

Julie steers a book club that’s still thriving after 20 years. She listens to a great many podcasts, loves a farmers market visit, and would crochet all day long if the real world didn’t intervene.
